CRIME REPORT 05 FEBRUARY

  1. An Excise Act Case FIR No. 9/14 is registered at PS Nerwa on 04.02.14 U/S 39 HP Ex. Act on the rukka of ASI Kuldeep Singh, I/O PS Nerwa that   on 4-2-14 at 4.45 PM when he was on patrolling alongwith staff near Old Bus Stand Nerwa he recovered 12 bottles marka Nalagarh No.1 from the possession of Pavitra W/o Man Bahadur Nepali presently residing at Hanal Hydro Water Project Nakowrapur, Chopal. The Case is being investigated by ASI Kuldeep Singh, I/O PS Nerwa.

  2. A Burglary Case FIR No. 4/14 is registered at PS Jubbal on 04.02.14 U/S 454, 380 IPC on the statement of Smt. Yogeshwari W/o Sh. Hominder R/o Vill. Salwakra, PO Deen, Teh. Jubbal, Distt. Shimla, alleging therein that on 4.2.14 some unknown person has stolen away Gold Ring, Tops, Silver Pandal & cash Rs. 4,500/-. Total value of stolen property is Rs. 20/25,000/-. The Case is being investigated by HC Pyare Lal, I/O PS Jubbal.

  3. A Burglary Case FIR No. 5/14 is registered at PS Jubbal on 04.02.14 U/S 457, 380,34 IPC on the statement of Sh. Sandeep Sharma S/o Sh. Lokeshwar Dass R/o Vill. Sarana, PO Dochi, Teh. Jubbal, Distt. Shimla, alleging therein that on 4.2.14 one person named Rajesh Kumar @ Dolu S/o Sh. Shilu Ram R/o Thara, PO Khatasu, Teh. Jubbal, Distt. Shimla entered in his shop and stolen away one LCD. ACCUSED ARRESTED.. The Case is being investigated by HC Gopal Singh, I/O PS Jubbal.

  4. During last 24 hours 142 vehicles were challaned by Shimla Police under MV Act, 05 persons was challaned under Smoking Act. The total amount of Compounding fee of challans is Rs. 22,200/-.

CRIME REPORT 04 FEBRUARY

  1. An Accident Case FIR No. 16/14 is registered at PS Theog on 03.02.14 U/S 279, 337, 304A IPC on the rukka of HC Kamal Pati, I/O PS Theog that a vehicle M/Car No. CH03P-0106 met with an accident near Kedeyog and fell 300fit down in the Dhank. In this incident namely Het Ram R/o Chnada, PO Sarog, Teh. Theog, Distt. Shimla died on spot and driver Sanjeev Kumar S/o Sh. Het Ram R/o Chnada, PO Sarog, Teh. Theog, Distt. Shimla got injuries. The Case is being investigated by ASI Santokh Singh, I/O PS Theog.

  2. A Negligent Conduct With Respect to Explosive Substance Case FIR No. 18/14 is registered at PS Sadar on 03.02.14 U/S 286, 337 IPC on the statement of Sh. Gudu Ram S/o late Sh. Sukh Ram R/o A/P Servant Quarter Prapri House Opposite, IGMC Shimla, alleging therein that on 3-2-14 at 11.30AM Lt Col Vikas Sharma were burning the garbage outside his House premises, suddenly a huge blast broken out, in which Lt Col Vikas Sharma, his two children and one another Army person named Manjinder got injuries. The Case is being investigated by HC Amar, I/O PS Sadar.

  3. A Cheating Case FIR No. 25/14 is registered at PS Dhalli on 04.02.14 U/S 419, 420 IPC on the complaint of Sh. Om Prakash Bhardwaj, Incharge United India Insurance Co. Ltd. Sahakar Bhawan near New Subzi Mandi Dhalli, alleging therein that on 30-01-14 at 10.15AM one person Anil Kumar who told himself official of CMS. Anil told that there are two persons named Anil Kumar working with CMS and he collected the cash and take 18,974/- from complainant. After authorized person of CMC Anil Kumar visited the office and asked for cash. Complainant told him that one another Anil has already taken the cash and comes to know that the person who has collected the cash is Dev Raj not Anil Kumar. Dev Raj has cheated with him and taken away Rs. 18,974/- from the complainant. The Case is being investigated by PSI Sandeep Sharma, I/O PS Dhalli.

CRIME REPORT 03 FEBRUARY

  1. A Theft Case FIR No. 6/14 is registered at PS Chirgaon on 3.02.14 U/S 379 IPC on the application of Sh. Joginger Singh S/o late Sh. Hari Ram R/o VPO Chilala,Teh. Chirgaon, Distt. Shimla, alleging therein that on 31-1-14 his son parked his vehicle PickUp No. HP63-3953 on road side near his house. During intervening night 1/2-2-14 some unknown persons stolen away above vehicle with R.C, Insurance, Permit etc. Total value of stolen vehicle is Rs. 4 Lacs. The Case is being investigated by HC Puran Singh, I/O PS Chirgaon.

  2. A Burglary Case FIR No. 22/14 is registered at PS Dhalli on 03.02.14 U/S 457, 380 IPC on the complaint of Sh. Vishal Sawant S/o Sh. Rajender Singh Sawant C/o K.L. Chopra Niwas Holliyok Estate Sanjauli, Shimla-6, alleging therein that on 1-2-14 at 7.00PM he closed his shop and went to his home. On 3-2-14 he came to his shop and found that some unknown person broken the lock of shutter and stolen away Silver ornaments. ACCUSED ARRESTED & Stolen property has been recovered. The Case is being investigated by HC Lekh Ram, I/O PP Sanjauli.

  3. A Cheating Case FIR No.23/14 is registered at PS Dhalli on 03.02.14 U/S 419, 420 IPC on the application of Sh. Sanjeev Thakur, CSE ICICI Prudential Sanjauli, alleging therein that on 1-2-14 at 9.50AM one Sh. Anil Kumar who told himself official of CMS and entered his name in the entry book as a security guard. Anil Kumar told that there is two persons named Anil Kumar working with CMS. Anil Kumar also told that Romil, who collect cash everyday has gone somewhere and Anil has said to me that collect the cash and taken 66,750/- from complainant, after half an hour second Anil Kumar visited the office and asked for cash. He told him that one another Anil has taken the cash and he comes to know that the persons who has collected the cash is Dev Raj not Anil Kumar. Desh Raj has cheated with him and taken away Rs. 66,750. ACCUSED ARRESTED.   The Case is being investigated by HC Narender Kumar, I/O PP Sanjauli.

CRIME REPORT 02 FEBRUARY

  1. An Accident Case FIR No. 15/14 is registered at PS Theog on 01.02.14 U/S 279,337 IPC on the statement of Sh.  Nishant Koshik S/o Naresh Kumar Koshik R/o House No. 968 Sec. 8 Faridabad Haryana alleging therein that on 01.02.14 at about 5-30 PM when he reached at Pakka Dank in vehicle No. HR19E-0007 Scorpio alongwith mother & father, one M/Car No. HP03C-0663 came from Fagu towards Kufri rashly and wrongly and hit his vehicle. In this accident three ladies and driver of M/Car No. HP03C-0663 injured. The Case is being investigated by ASI Kamal Nain I/C P.P Fagu.

  2. An Accident Case FIR No. 9/14 is registered at PS Kumarsain on 02.02.14 U/S 279,337 IPC on the statement of Sh Ankush Verma S/o Sh Ramesh Verma R/o Village Sainj Tehsil and PS Kumarsain alleging therein that on 02.02.14 at about 10.30AM when he was in own Vegetable Shop, one tractor No. HP-31A-2745 coming from Sainj To Rampur ruled down 100 meter from NH-5 and the driver of tractor injured in this accident. This accident took place due to rash and negligent driving by Dola Ram driver of tractor. The Case is being investigating by the HC Govind I/O PP Sainj

A ND&PS Case FIR No. 21/14 is registered at PS Dhalli on 02.02.2014 U/S 20-61-85 ND&PS Act on the Rukka of ASI Shiv Kumar I/C P.P Sanjauli P.S Dhalli Shimla alleging therein that when he was on Naka Duty with staff at Mashobra-Dhalli Bifurcation in routing checking at about 11.10 PM, one Alto car No. HP03D-1868 coming from Kufri side, one person sitting in front with Driver try to through something out. When checking staff hold his hand and checked the packet and found 11gram Chars found in his possession of vinay Malhotra S/O Sh. Vinod Kumar Malhotra R/O Kaval Niwas Ram Bazar Shimla. Case is being investigated by ASI Kamlender Singh I/O P.S Dhalli Shimla.

  4. During last 24 hours 131 vehicles were challaned by Shimla Police under MV Act, 14 persons was challaned under Smoking Act. The total amount of Compounding fee of challans is Rs. 20, 300/-.

SHIMLA POLICE ANNUAL REPORT 2013

1.        Crime: A total of 1888 FIRs were registered in total fifteen Police Stations of Shimla District compared to 1892 registered in 2012. Crime under IPC has increased from 1570 cases in 2012 to 1586 cases in 2012. Under Local and Other Special Laws FIRs have decreased from 322 to 302 cases. Accidental cases have shown slight increase from 379 to 395 cases. Persons who lost their live in these cases have decreased from 186 last year to 153 this year.  Number of injured persons in accidents has also decreased from 663 to 217.  11 cases of murder were registered and 8 out of them were solved. 32 cases of rape were reported this year and all of them have been worked out except one. Theft and Burglary cases have shown slight increase or around 2%. 157 cases of theft were registered in which property worth 129 lacs was stolen out of which property worth 61 lacs was recovered by Police. In 161 cases of burglary property worth 147 lacs was stolen out of which 20 lacs was recovered. 17 cases have been registered under SC/ST (POA) Act and one case was registered under Prevention of Corruption Act. Two police officials were caught red handed accepting bribe by Vigilance Department. Investigation of these cases was under taken by 200 Investigation Officers of Police Station, Special Investigation Unit, Women & Child Support Unit and Supervisory Officers. Figure of Pending Investigation cases at the end of year was close to 15%. The conviction rate was around 20%. A total of 5575 complaints were also enquired by Police out of which 874 were received by SMS, 87 through E-Samadhan and 874 through web-portal of HP Police.
2.       Preventive Policing: Action under 107, 150, 151, 145, 133, 41(2), 109 CrPC, 114 of HP Police Act reduced by 10% (These sections of CrPC deal with prevention of offences).  A total of 1965 persons were booked under various preventive sections of CrPC and HP Police Act. 808 persons were booked under section 114 of HP Police Act.
3.       Anti smoking: Action under Anti-Smoking Act decreased from 7824 Challans in 2012 to 5813 challans in 2013 and fine of Rs 7,11,000 collected.
4.       Mining Act: Challans under Mining Act increased 40% from 111 in 2012 to 155 in 2013.
5.       Missing Persons: 189 new missing persons reports were handled by Police in 2013. Out of this 126 persons were traced.
6.       Arrest of Proclaimed Offenders (PO):    525 POs were reported at the start of 2012, 15 POs were added in 2013. Out of total 540 PO, 24 were arrested. The figure at the end of year is 516.
7.       CCTV: 21 New cameras were installed in Shimla District at various locations including National and State Highways.
8.       Action against Narcotics:  Financial investigation was carried out in 9 cases and property worth more than 60 lacs was seized/freeze.  Number of cases increased  from 61 to 66 in 2013. Seizure of Cannabis/charas increased from 33 Kg to 39 Kg. 73 Kg charas involved in old cases was disposed off by burning.
9.       Law and Order duties: Following fairs (Mela) were organized peacefully – Summer Festival Shimla, Lavi fair Rampur, Navratra fair, Faag Mela Rampur, Theog Utsav, Rohru fair, Dushehra festival at Jakhu and Sunni.
10.   Recruitment process for around 95 vacancies of constables was conducted.
11.   Election:  Peaceful conduct of By-Election of Mandi Lok Sabha Seat 2013 in Rampur constituency.
12.   Management of Traffic: Challans under MV Act decreased by 25% from around 55 thousand in 2012 to around 71 thousand in 2013. 304 persons were challaned for drunken driving, 755 persons were challaned for overspeeding, 1592 for using mobile phone while driving, 45 thousand for unauthorized parking.
13.   Maximizing use of Information Technology: More than 30% of police personnel were trained in functional use of Microsoft office, emails and internet.  All the Police personnel were trained in Reading, writing and sending SMSes. All the ten Police Stations, SP Office (all branches), SDPO Offices have internet facility and most of the communication is handled via emails.
14.   Shimla Police Blog – www.shimlapolice.blogspot.com was used for daily update of crime. Brief of FIR registered in a day was posted on this website at the end of day. People could write comments on the same. The print media used to take out information every day. In other words this acted as daily press brief. The page-views of website crossed 25,000 by 31st Dec 2013.
15.   Service of processes (Summons, Warrants, and Notices etc). In total more than 90,000 service of processes were received including 62 thousand summons, 12 thousand Bailable Warrants, 6 thousand Non-Bailable warrants and 10 thousand Notices were received.
16.   Prisoner Escort:  In total more than 5000 prisoners were escorted to courts and Jails. On an average 30 policemen were deployed for prisoner escort everyday.
17.   VIP duty: On an average around 12 Policemen performed duty of providing security to VIPs. A total of more than 250 VIPs visited Shimla in 2013. Z Plus and NSG/SPG Protected = 19, Z = more than 50, X &Y & others were more than 100. No single case of breach of VIP security happened.
18.   Security arrangements for Visit of President of India.
19.   Police Verification reports: In total more than 30 thousand Police Verification Reports were provided by all the Police Stations in total in 2013.
20.   Gun license cases: over 840 cases of new and renewal of Gun License cases were dealt in year.
21.   Passport verification: 3518 passport verifications were conducted.
22.   Beat Policing: Jurisdiction of Shimla district was divided in 160 Beats and 160 Beat Officers of Constable rank were posted to provide better service to people and to increase police presence in society.
23.   Information to complainant: Practice of informing the complainant about the progress of their cases after every one month was started. The information was supplied every month by postcard.
24.   Awards: 13 Policemen were awarded Commendation Certificate – I and 417 with CC – III.
25.   Weeding of old record: Over 1700 old and outdated files were disposed off in Police Stations, SDPO and SP Office.  
26.   Dealing High Court and SC orders: As SP Shimla, filed 51 Criminal appeals, 92 Civil writ petition replies to High Court of Himachal Pradesh and 41 to Supreme Court of India as respondent. In total 54 matters of Supreme Court and 332 matters of High Court were responded.
27.   RTI Applications: In total 668 RTI applications were handled. 7 appeals were decided by SP Shimla.
28.   Sports: Two state level half marathons were organized.
29.   Improving the quality of investigation: SOs started writing RCNB in own handwriting. Use of Integrated Investigation Forms (IIFs) for Final Report, Arrest and Seizure started. Regular coordination meeting with prosecution. Plan of investigation prepared and supervised at SO level. Video recording in Special reported cases.  FIR in Non-Cognizable Case through CIPA system started also entered in CIPA system.
30.   Police Constructions, Transport & others: Under constructions sites visited during field visits and minor changes pointed out in time by Supervisory Officers. Newly constructed building taken over – Police Station Theog, Police Post Sarahan. In total 1 Type V, 1 Type IV, 39 Type – III, 136 Type – II quarters are available in Shimla District. 101 vehicles of various kinds were maintained.
31.   Shimla Police facebook page:  www.facebook.com/shimlapolice , which has more than 4000 fans as on date, was actively used to interact with people. All the information of the major police action was regularly updated to inform people. People used to respond with likes, comments and shares. These comments were promptly responded. Also, people were encouraged to give information of any violation of law. This form of communication was faster than the communication through Shimla Police website. This was because whenever the status was updated on facebook page, it was immediately notified to the fans. This later spread though likes, comments and shares to others.
32.   Police night on retirement of police officials at the end of every month.
33.   Renovation of NGO mess in Police Lines Shimla.
34.   Renovation of Gym in Police Lines Kaithu.
35.   A total of 2 mentally ill persons were taken in police protection for their treatment in hospital.

36.   Training: A total of 167 training courses of various nature were used to train policemen though various agencies in which over 1000 policemen were trained.

CRIME REPORT 01 FEBRUARY

  1. A ND&PS Case FIR No. 6/14 is registered at PS Chopal on 31.01.14 U/S 20-61-85 ND&PS Act on the statement of HHC Jog Ram, alleging therein that on 31-1-14 when he was going to Shimla for Vidhan Sabha Duty by HRTC Bus, he saw that one unknown person seated in the bus carrying red color bag, when he saw HHC Jog Ram in the bus, he run away and threw his bag into the bushes. When HHC Jog Ram checked the bag & 2.100kg chars found in the bag.  The case is being investigated by ASI Shubash Chand, I/C PP Kupvi.

  2. A Foreigner Act Case FIR No. 8/14 is registered at PS Rampur on 31.01.14 U/S 14 Foreign Act 1946 on the rukka of HC Yoginder Singh, I/O PP City Rampur that on 31-1-14 when he was on patrolling alongwith staff near Bodh Guest House Rampur one foreigner namely Emmanul Ekene S/o Osuiwu R/o No. 80, Azikiwe Street Milez Diobu Port Harcout, Imo State Nigeria was found stayed in Guest House. When he asked to produce the Visa-Passport and other documents regarding his citizenship he fails to produced the same. The case is being investigated by HC Yoginder Singh, I/O PP City Rampur.

  3. A Burglary Case FIR No. 5/14 is registered at PS Chopal on 31.01.14 U/S 457, 380 IPC on the complaint of Sh. Rahul Bhatia S/o late Sh. Surat Ram R/o Vill. Kalwan, PO Basadhar,Teh. Theog, Distt. Shimla, alleging therein that on 21-1-14 he went to his home, on 31-1-14 his landlord informed him telephonically that some unknown culprit has broken the locks of shop, when he reached his shop, he found 35 pairs of shoes from his shop and mobile handsets from the shop of Sh. Lalit Negi were also stolen by unknown person. Total value of stolen property is Rs. 50,000/-. The case is being investigated by HC Gian Singhr, I/O PS Chopal.

  4. A Burglary Case FIR No. 5/14 is registered at PS Theog on 31.01.14 U/S 457, 380 IPC on the statement of Sh. Yog Raj S/o Sh. Jai Ram R/o Vill. Bhout, PO Parala,Teh. Theog, Distt. Shimla, alleging therein that on 31-1-14 when he come back home from garden, he saw that some unknown person has broken the locks of Trunk and stolen away one Gold Mangal Sutra, one set Kantali, one set ear ring, one chain, one pair Gokharu, one ring all gold and one Mangal Sutra, Kade, Panjew, one chain, one ring all Silver & currency Note Rs.30,000/-. The case is being investigated by ASI Joginder Singh, I/O PS Theog.

A Burglary Case FIR No. 8/14 is registered at PS Nerwa on 01.02.14 U/S 457, 380, 511 IPC on the complaint of Manager Shyam Sunder, UCO Bank Nerwa, alleging therein that during intervening night 31/1-2-14 some unknown person try to broken ATM Machine. The case is being investigated by ASI Jasver Singh, I/O PS Nerwa.
